...Zero Suit Samus is not playable?

She's only seen when Samus is hit with an electrical attack (whereas everyone else shows a skeleton), and her Super Nuke (which is Brawl's Zero Laser) does not turn her into ZSS at the end.
I'm not sure if it's because she wasn't programmed into Samus yet, but has she been deconfirmed with this?
